MONROE – On October 8, 2026, United States Chief District Judge Terry A. Doughty sentenced Heath A. Foster, 30, of West Monroe, to 156 months in federal prison for Possession with Intent to Distribute a Controlled Substance, followed by five years of supervised release. Foster previously pled guilty to the charge on June 18, 2026.

According to court documents, investigators with the Monroe Metro Narcotics Unit (MNU) used a confidential informant in August of 2025 to conduct a controlled purchase of 57.2 grams of methamphetamine from Foster for $350 in West Monroe. In November 2025, MNU again used a confidential informant to purchase 58 grams of methamphetamine from Foster for $350 at a different West Monroe location. Later that same day, MNU received information from a confidential source that Foster was returning to Ouachita Parish with approximately 10 pounds of methamphetamine. Louisiana State Police (LSP) conducted a traffic stop as Foster’s vehicle entered Ouachita Parish. During the stop, an LSP K-9 unit alerted to drugs in the vehicle. A probable cause search revealed a backpack on the front passenger floorboard containing almost ten pounds of methamphetamine packaged in six clear plastic bags. U.S. Attorney Zachary A. Keller for the Western District of Louisiana made the announcement.

The Drug Enforcement Agency, MNU, and LSP investigated this case. It was prosecuted by Assistant U.S. Attorney Allison C. Foster with assistance from Paralegal Specialist Emily Favrot.
