SALT LAKE CITY, Utah – Three women who formerly worked as daycare providers at Hill Air Force Base in Utah have been charged with simple assault against toddlers and young children who were entrusted to their care.
On September 16, 2026, Karlie Brook Rainey, 29, of Clearfield, Utah; Patricia Michelle Davis, 28, of Layton, Utah; and Allison Shea Ferdon, 32, of Carrollton, Virginia each were charged in three separate misdemeanor informations. Rainey is scheduled to be arraigned at the Orrin G. Hatch United States Courthouse on October 15, 2026 at 1 p.m. Davis is scheduled to be arraigned at the same courthouse on October 7, 2026 at 11 a.m. And Ferdon is scheduled to be arraigned at the same courthouse on October 8, 2026 at 2 p.m. Court documents allege that, in December 2022, Rainey repeatedly covered a crying child’s face with a pillow, covered the child’s mouth with her hand, pushed the child’s face into the floor, and pinned the child in a corner for over 20 minutes.
In January and February 2023, Davis allegedly shoved, pushed, and roughly handled children in her care at the Hill Air Force Base Child Development Center.
Court documents further allege that in January and February 2023, Ferdon roughly grabbed children several times, sprayed a child in the face, hit a child using another child’s hand, and even lowered a child over a trash can as if to throw her in the garbage.
“The defendants’ alleged conduct toward these toddlers they were entrusted to care for is both disturbing and unacceptable,” said U.S. Attorney Melissa Holyoak for the District of Utah. “Our office will not tolerate any form of abuse against children. We remain committed to working closely with our partners to ensure justice for the parents who entrusted these daycare workers with the care and safety of their children.”
Hill Air Force Base Office of Special Investigations is investigating the case.
Assistant United States Attorneys Sachi Jepson and Todd C. Bouton are prosecuting the case.
A misdemeanor information is merely an allegation and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
