DAVENPORT, Iowa – A Davenport man was sentenced on October 21, 2026, to 30 years in federal prison for receiving child pornography and failing to register as a sex offender.

According to public court documents and evidence presented at sentencing, Edward Kevin Homer, Jr., 42, had three prior child pornography offenses convictions from Rhode Island and was required to register as a sex offender. In June 2025, Homer moved from Rhode Island to Davenport, Iowa and failed to report multiple internet identifiers to the Iowa sex offender registry. Eight days later, Homer was found in possession of multiple electronic devices that contained hundreds of images containing child sexual abuse material, organized into labeled folders. Between June 8 and June 17, 2025, Homer knowingly received at least two child pornography images while in the Southern District of Iowa.

After completing his term of imprisonment, Homer will be required to serve a life time of supervised release. There is no parole in the federal system. Homer was also ordered to pay $12,000 in restitution.

United States Attorney David C. Waterman of the Southern District of Iowa made the announcement. The Scott County Sheriff's Office investigated the case.

This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by U.S. Attorneys’ Offices and the Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.
